More Robust Neutral Identification in Reconstruction

One of the identified TDR wants from the calorimetry side was more robust neutral identification in EICrecon. Currently, neutral particle reconstruction is exclusively handled in the MatchClusters algorithm, which can certainly be improved.

Ultimately, this is the role Particle Flow (PF) will play in our reconstruction, and being able to clearly identify neutral hadrons is the hallmark of any robust PF algorithm.

Describe alternatives you've considered
However, Particle Flow was identified as not a TDR priority. Furthermore, while any similar functionality will need to be integrated into EICrecon in the future, such studies can be carried out post-facto on current EICrecon output.
