Feature Description:

Implement support for the walkthroughs contribution point in the VSCode API to allow adopters to create guided steps for setting up the tool/IDE or explaining core functionalities. This is a distinct issue from #13051, as it requires additional work to support displaying steps in the welcome view.

Tasks:

  • Add contribution point
  • Add a service to handle the different walkthrough steps that are contributed
  • Support walkthrough steps in the welcome view
