Describe the Task

the current scatter plot in the develop branch of METplotpy does not work and is not conformant with the other plots. This was written as a proof-of-concept for using plotly. A newer version of the scatter plot is in the feature_23_scatter which is written in matplotlib and supports plotting MPR data. This will eventually replace the current scatter plot.
