This is the second METdbLoad issue discussed at the METplus Users teleconference.

Example from John:

When input FCST_VAR = "APCP/03", output FCST_VAR = "APCP" and output FCST_LEV = "A03".

Need to parse fcst_var and obs_var and apply rules to translate into 1 or more variables
