I checked the comments in the vcpkg repository and it's closed, has the build been updated?

This is a vcpkg issue, see this for a workaround: microsoft/vcpkg#37839 (comment)

I don't think there's anything Drawpile can do about it, but I guess since they still haven't fixed it, I'll put that into the docs.

There's now a note about it in the Windows build instructions. Unfortunately, I don't think there's more that can be done for now, GitHub made a mess of a lot of things by just obliterating that repository. I'll close this issue for now, but if you can't get the workaround working or something, feel free to reopen it.
