My Dismoi add-on is blocked on Chrome - 3.86.7

Priority : low, because there is no visible decline in the data . And because I solved it with CTRL F5 in background (I should have waited tommow to be sure)

Issue :

• If I click on D on my navigation bar, nothing happens
• If I go on website where there is a notive, it does not appear.

**To replicate the issue: **
I just discovered it on my computer. I don't know how it came. But... more than an hour ago, I did one special action : I disconnected internet and IO connected 2 minutes later.

This is a bit linked to #801 for instance …

Current behavior is that after a number of retries (10 in this case), the extension crashes because we don’t know what to do with the error UX speaking …

Should we keep trying undefinitely ? 
What feedback should the user have the we have trouble connecting ?

This is why I proposed #923 back then …
