docker-machine start returns exit code 1

When docker-machine updated to 0.13 it started failing to find the Docker daemon on start when running the xhyve driver. This was not seen when using the virtualbox driver. See machine-drivers/docker-machine-driver-xhyve#203

We launched with the native xhyve implementation believing that native meant faster. Now it doesn't look like it. This issue prompted a little benchmark test using drush cr

I'm running with virtualbox for a few days just to be sure it's a workable swap.
