Inaccurate bought ticket count in the charts/API #1957

Tickets bought as displayed in the charts and it's API don't match the data in the daily (or monthly) explorer views.

It seems like the chart data has it capped at 2,880 tickets per sample with 2 samples per day (so 5760 which is the max ticket count assuming 20 tickets per block at the target 288 blocks per day, but there could be more blocks on a given day).
