[BUG] ScratchName element in ScratchToolbar is not selectable if user is not scratch owner #1354

Describe the bug
In the toolbar at the top of the page for any scratch, the scratch name is shown. If the user is the owner of the scratch, they may edit the name. If not, then the text is not selectable. This text should be selectable, even if not editable. It would be nice to be able to copy the name to be able to search a project's main repository for that function.

To Reproduce
Steps to reproduce the behavior:

  1. Go to any scratch owned by someone besides you
  2. Attempt to drag-select the text of the name

Expected behavior
The text should be selectable.
