uni-admin和uni-starter同时创建后，uni-starter的list页面显示“权限校验未通过” #21

如题，仔细检查了数据库的权限没问题。

重现步骤：
1 分别创建uni-starter, uni-admin
2 绑定关联的云服务空间，并合并文件

uni-starter的list页面会出现权限校验未通过，请问该如何排查？
