Should add setuptools minimum version for build environment in pyproject.toml, likely >=61 (see https://github.com/pypa/setuptools_scm#pyprojecttoml-usage)

note: the dev environment issue in comments from #92 might be solved by removing setuptools_scm entirely -- which I've been thinking about doing anyway as I don't think it's worth the headache of when things go wrong.
