Authentication and authorization in DAPR dashboard

Describe the proposal

The DAPR dashboard is a nice way to view the DAPR deployments on a Kubernetes cluster. It's lacking any sort of authentication or authorization though which makes it hard to recommend it as a enterprise ready product. So, I want to propose this feature to be added in future releases. I did see 1 similar looking issue here but it got closed so I am making a new one. Motivation for this feature request:

In an Enterprise Kubernetes cluster, usually multiple teams are sharing the same cluster and the access is scoped by namespaces. If DAPR is installed on such a cluster and is expected to be shared among different teams, authentication and authorization is a must.
