Reduce automatic refresh frequency

The app is refreshing too frequently. If we have scrolled down to a permission, tap on it to view which apps have that permission, and then return, the app takes us back to the top of the screen. So we have to scroll down again to get back to previous position.

The app must retain the previous scroll position, so user can continue from where he left.

This only happens for permissions, right?
In the app list it works and keeps the position?
