What

Update neco and run dctest with CKE RC.
Confirm neco-apps tests pass on the PR branch for this issue.

How

  • make a branch named k8s-1.30
  • update artifacts.go
  • update Makfile.tools to update tools' versions in debian package
  • add or delete extra_args in etc/cke-template.yml, if neccessary
    • Remove feature gates enabled by default.
  • implement workarounds in neco-apps for upgrading, if necessary

Checklist

  • Finish implementation of the issue
  • Test all functions
  • Have enough logs to trace activities
  • Notify developers of necessary actions
