Automatically generate Sphinx documentation for python client code

Each time a change to the client is pulled into master we should generate sphinx documentation for the Python client and host it on Read the Docs

AC:

• Read the Docs automatically updates documentation whenever there is an update to master
• There is a link to the documentation available in the repository
