Implement a better way to manage Amazon EC2 access keys #1

The current design requires giving users access keys to the Amazon cloud account. This could be a security problem and is likely not the best way to access the NESII cloud--the keys are really intended only for account owners.

An alternative approach is to create a middle service layer of some kind that accepts requests from the tool and creates machines instances. Design work needs to be done on this and some discussion with security people would not hurt.

There may be other approaches.

Need to discuss whether cloud support will continue.

Cloud support is likely a low priority since most users are on HPC platforms.
