Chore local start time not set in V12 #1096

Describe the bug
In V12 the function set_local_start_time() does not set the local time for a chore.
Instead it sets the provided time as UTC time so the chore local time becomes incorrect.

Expected behavior
Set local time as the chores start time.

TM1 Server Version: 12.3.9
