Breaks don't show up in structure sheets for TOC tournaments

Fix so that when synchronized breaks aren't used, breaks show up in the structure sheets for the TOC tournaments.

We pretty much use synchronized breaks exclusively, so this doesn't need to be looked at any time soon, but I did notice that the code I added to show breaks isn't working for TOC tournaments.
