Implement SAVESUB Operation

The SAVESUB operation allows a programmer to save a range of registers into memory pointed to by the index register. The index is NOT post incremented. The mnemonic is as follows:

SAVESUB r1,r4

Valid operands are register ranges only from r0 through rf. The mnemonic is encoded as:
