Every machine should have an rsyslog daemon configured to write to local log files and to ship logs to the remote monitor syslog on 199.38.182.146. This includes the two database servers (which will need to be done manually) and the www and backend servers (which are presently the same server, but it should be easy to make into two servers).
This only covers making sure every machine is shipping their syslog to the central monitor. Each individual project will have its own ticket for logging to syslog.
This must be done after they have some place to go (#12).
