The Windows installer built locally differs from the one built by CI

Issue Description

The difference is primarily in the documentation files generated with the winemake.ps1 docs command, which don't match the ones generated by the CI build.

As a consequence, building a Windows Installer patch locally fails with an error:

error WIX0305: Removing component 'cmpKVXpLElEKLOJ8aQBBu.QcbaSars' from feature 'Complete' is not supported. Either the component was removed or the guid changed in the transform 'podmanPatch'. Add the component back, undo the change to the component guid, or remove the entire feature.

The build of a Windows Installer patch compares the locally built installer with the v3.5.1 CI-built installer and fails. The solution is to locally build the v3.5.1 as described here (third point of the "preparation" section).
