Build XPC communication from the Network Extension back to the user App

The user application and system tray need to get status updates from the Network Extension about the user's workspaces, agents, and the connection status to them. We'll use XPC on macOS for this interprocess communication.

The Network Extension registers as an XPC service that the user app connects to, and requests status updates.
