It does dim or shutoff the screen, or display the count down, but the system never shuts off

Are you sure it doesn't shut off? Has the issue been resolved? The poweroff software button normally executes 'sudo halt -p' to poweroff. Can you execute that command on a terminal and observe if the effects are the same?
