I don't know if that's an issue, but https://tools.ietf.org/html/rfc865 exists and can be used for this project.

Oh wow, I had no idea! I was expecting the RFC to be one of the April 1st ones, but 17/tcp does actually seem reserved for qotd in my /etc/services.

Sorry, something went wrong.
ASCII is only a recommendation, so I feel it can be faithfully implemented without following it in these modern times.
