It is possible to use different sets of datasets in the mesh generation and pyflowline component.
Therefore, it is possible to use two configuration files for pyflowline and jigsaw.

If we assume that jigsaw does not require the datasets to be separated, then we can place the datasets inside one single file.

The jigsaw configuration file should also support different flags for coastline, watershed, etc.

If the JIGSAW is configured, does it mean this would be global simulation? Not necessary, the model can still use the boundary to clip the global mesh.

It is desirable to have global land-ocean mask always used to ensure the coastline is burned in.
But other features such as lake and watershed boundaries are optional.

If the users provide a regional scale mask, then the model should automatically scale it up to global.

Besides, the model should use the same features as the MPAS tool.
