Investigate: determine p95 scan time for the s3_scan_object module #813

Summary

Determine how long it takes 95% of objects to be tagged with a scan result by the s3_scan_object module. This will help downstream users of the service set back-off retry timeouts.

@jimleroyer with the improvements to Scan Files stability, is this still something you're interested in? We're trying to prioritize our backlog.
