TV loss penalizes differences in neighboring pixels to encourage smoothness. I've seen it used in the original Perceptual loss paper (https://arxiv.org/pdf/1603.08155.pdf) as well as some optical flow papers.

I'm running an experiment with this loss. Will post updates
