Seems like the GitHub worker is resolving to Xcode 14.2

Command line invocation:
/Applications/Xcode_14.2.app/Contents/Developer/usr/bin/xcodebuild -resolvePackageDependencies

Maybe we need to specify Xcode 15?

Maybe we need to specify Xcode 15?

I tried to use https://github.com/maxim-lobanov/setup-xcode to set the version but it doesn't seem updated correctly. I might need to create a fork. Seems harder than it should be
