When a message contains @all, the bot could follow it with a message mentioning all chat members that have usernames. I understand that this might be a bit out of scope for this project, but the database already contains the necessary data and it would nevertheless be quite useful.

Suggestion: instead, create list of members and enable them to be mentioned, e.g. /mention all Hey! Something important here! and /mention workgroup1 How is task #3 going?. This way all would be a default list (containing all chat members and updated at every member join/leave).
