GitHub pages and generated HTML should use the canada.ca theme from WET #7

The HTML version of documents is currently using the AsciiDoctor default look and feel. It should be possible to configure AsciiDoctor to use the WET canada.ca theme instead.

Many other projects in the canada-ca account have done this, so it's just a matter of finding out how to re-use what they have done.
