We should have code that:

  • fetches the prefix on http://purl.bdrc.io/prefixes
  • caches the result
  • expose public functions to:
    • refresh the prefix cache by fetching the url again
    • shorten a URI (http://purl.bdrc.io/resource/P123 -> bdr:P123)
    • expand a URI (the opposite)
