Ignore moderation exempt roles
Keep track of amount of times a user's message is filtered by the automod system and new user attachments filter
Adds the filtered message to database that will be automatically gets popped within filter timeout
If filter trigger messages are detected, kick the user from the server and log in appropriate channel
