We should probably force recompilation if the paralegal-flow command line arguments change because they can influence the output. I might not have to be every single one but arguments like --no-cross-function-analysis and --no-local-function-type-marking for instance.

A special case here is --external-annotations, which should also cause a recompile if the file got modified.
