change tenor api ContentFilter on gifs to allow pg-13, and r level gifs #6102

Describe the Feature

right now - i dont think we are able to use pg-13/r level gifs from tenor- and i would like to be able to use them.
i am frustrated because ive made my own gifs for tenor and they wont show up in the library likely because of this ContentFilter.

now that we have ozone, and content filtering and soon the ability to upload our own gifs - these ContentFilter raitings seem more obsolete now-

@mozzius has a draft PR in #5250 which reduces the Tenor content filter if the user's birthdate shows that they're over 18, although AIUI it only lowers it to medium.

hopefully they can lower it to low or off im still not seeing a lot of gifs and some are fully clothed stills from movies
