This is to let a user know that an existing BCO is currently being edited by someone.

We want this on the roadmap, but very technically difficult to implement, and not a high priority.

Tianyi to consider ways to implement this (e.g. draft BCO is readonly when someone is in the edit screen, unique IDs if more than one person is editing it, etc.).
