We should upgrade both Ruby and Rails to current versions. This may also help with #3623

The current stable version of Ruby is 3.2.2
The stable version of Rails is 7.0.5. Note that upgrading past our current version may require refactoring -- we should, at minimum, make sure that tests are running before attempting this.
