activate POWEREN_PIN for Pi3 per gpioset

We will hold off on this until I get more answers. The dtbo file will likely be consistent across pi2 pi3 & pi4. Also we shouldn't version bump as I consider that we're still working through the v3.0 changes of which we only have 1 script tested. |

@dmanlfc I think it is not needed to merge this at all. Pi3 will not get a v41 release. I'm good with v39 for this platform |
