Parameters for newer versions don't work, and downloads are slow

Parameters （-a）for newer versions(v2.17.11) don't work, and downloads are slow. (the fastest version is 2.5)

Other parameters do nothing apparently.
For example: --num-connections, --timeout

For some reason I was unable to make --num-connections=1 work, because axel would always use 4 connections as shown in the progress line.
Today I repeated a similar command and it seems to work well.

The command is
