Enable Debug Mode in Android Google Exposure API #218

I am trying to turn on Debug Mode while running this app. In the documentation it says:

To enable debug mode on a device, the primary account on the device must be a development account that is on the allowlist.

Any idea how to get on to this "allowlist"?

Google owns the allowlist and for privacy reasons will put only people working with the government approved supplier of the app on that list.
