Feature Request

In this article Apple describes how iOS 13.7 and later can inform people of potential exposure to COVID-19 without a dedicated Exposure Notifications app. This app-less functionality is called Exposure Notifications Express and is only available when a Public Health Authority (PHA) supports it. This would enable code sharing even if the Stopp Corona App isn‘t installed - enabling support for virtually every iPhone owner in Austria.

Apple published this article how the Key Server must be configured. But The Google reference server is already supporting Exposure Notifications Express - which means that the specific code could be transferred.
