feeddown from offsets in magnet

Dear all,
I have made a function in pyat that calculates the feed-down PolynomB and PolynomA due to a magnet transverse offset. You will need to provide the input polynoms and the offsets. For example, a sextupole moved by 1 mm horizontally and 2 mm vertically.

at.feeddown_polynomba(polb=numpy.array([0,0,2]),xoffset=1e-3,yoffset=2e-3)
{'PolynomB': array([-6.e-06, -4.e-03]), 'PolynomA': array([ 8.e-06, -8.e-03])}
