Add ability to add custom options and groups to theme builder

Description

I would like to see a couple of filters added to the theme builder to allow Options and Groups to be filtered. I envision this working similar to how components can be filtered to add new components or replace the plugin's core components.

Use Case

This would be useful to enhance the theme builder to support settings for custom components and custom blocks. Currently we can add custom components to process custom blocks, but in order to style theme we have to either build our own interface to manage the configurations or hard-code them.
