底层时间的获取，建议给出接口 #32

SDK底层获取时间是用的time(NULL)接口，对于没有时区概念的IOT设备，会将本地的time接口设置成当前CST时间，此时调用SDK会提示时间不对。无奈只得修改了SDK源码了
