Bump minor version of CUDA to oldest non-EOL

Issue:

When running the AliceVision Docker images a depreciation notice is presented:

THIS IMAGE IS DEPRECATED and is scheduled for DELETION.
    https://gitlab.com/nvidia/container-images/cuda/blob/master/doc/support-policy.md

As per the support policy linked, the base CUDA images AliceVision is using may be deleted and the 12.1 CUDA image is currently overdue for deletion.

Nvidia supports backwards compatibility between minor CUDA versions.

Possible Solution:

Maintain the lowest minor version that is not currently EOL and the container image is not subject to deletion. That would be (as of December 2024) 12.1.1 . In the future it may be better to track the oldest image that is not up for deletion.

Comments:

This won't become an issue until the image is removed from Dockerhub but it would be good to have a plan in place for if/when that happens
