Create and configure VM for running three cities pipeline

A new VM is required due to the switch in Azure subscriptions.

• Create new VM
• Create accounts
  • griff
    • github access
    • minimal configuration for work where necessary
  • andy
• Install az
• Mount shared directories
  • Create mount configuration
  • Automate mount or document process for users
• Checkout git repository
• Install and automate server specific tests
  • Install system level dependencies
  • Ensure documentation
  • Change tests if trivial or mark as xfail if complex
  • Run tests
• Decide whether to close this as the debiasing step is not currently viable.

To run tests:

sudo docker compose -f compose.yml -f compose/ua-linux-compose.yml build jupyter
# separate terminal
sudo docker compose -f compose.yml -f compose/ua-linux-compose.yml up jupyter
cd python
pytest -n 8
