Delete without revoke #181

There are several of situation where one might wish to delete a contact without revoking them, such as halting failed PANDA key exchanges.

I could add this feature rather easily without afaik any negative side effects. Does anyone know of any reason not to add it?

Alternatively we might want an option to pause PANDA operation for all or some users.
