I can see the last commit was in January 2020 and the related web https://aksctl.io is offline. Does this means this project has been abandoned/deprecated?

Hi emibcn,
The development of this project is inactive for a year now, but we are considering setting new milestones and bringing the Project back.
Let us know if you are expecting some specific features or improvement suggestions

Not really (yet), just considering different options (plain az, Terraform, etc) before deploying AKS on our platform. We don't want to start using an already deprecated/abandoned tool.
