Workflow using $default-branch not triggered

I have a workflow whose trigger is the following:

name: Deploy

on:
  pull_request:
    branches: [ $default-branch ]
  push:
    branches: [ $default-branch, 'production' ]

However, I don't see it being triggered when a new PR is submitted.
