Prevent loading of Twinpack when it is a Measurement only solution #131

When loading a Twincat Measurement Solution, Twinpack gets loaded even when there is no PLC project entered. Teinpack throws an error with "no systemmanager detected". Maybe avoid output of that error message on pure measurement solutions
