🐛 Bug Report

There are two links to W3C specs that are outdated and no longer work:

https://canvas.workday.com/components/popups/tooltip/#tab=web&heading=examples
https://canvas.workday.com/components/popups/tooltip/#tab=web&heading=examples

We also reference W3 Tabs specification and W3 Tooltip specification when we link to the pattern. We could consider what terminology is most appropriate, and perhaps whether we want to include multiple links.

Correct links:

ARIA Authoring Practices Guide (APG):
https://www.w3.org/WAI/ARIA/apg/patterns/tabs/
https://www.w3.org/WAI/ARIA/apg/patterns/tooltip/

Specs:
https://w3c.github.io/aria/#tabs
https://w3c.github.io/aria/#tooltip
